什么是true copy？

绝大多数州不允许公证员公证出生证，结婚证，法院文件等官方记录（recordable documents）的复印件。护照绿卡驾照虽然是官方发放的，但不属于官方记录，因此可以公证复印件。公司注册文件（articles of incorporation或certificate of formation），good standing (certificate of status)，也必须由相关政府部门签发，不能做true copy。至于一般公司文件（如董事会决议），病历，银行账单什么的，都可以做复印件公证。
如何办理复印件与原件相符合的公证
一般来说，在复印件上写上true copy的字样并由公证员签字盖章不能满足州务卿认证与领馆认证的要求。对于复印件与原件相符合的公证，每个州都有相应的法律规定，一般都有特别的公证词，许多州甚至要求公证员亲自复印。
华盛顿DC中国大使馆的特殊要求
从2017年11月起，办理护照，绿卡等复印件与原件相符合认证，如果公证词是单独一页（即与复印件不在一页上），大使馆要求在复印件上写上“true copy”字样，并由公证员与你自己分别签字。否则可能不予认证。如果公证词打印或写在护照绿卡的复印件上，则无需特殊处理。
